11 LABOUR MARKET
Рынок труда
Рынок, на котором происходит обмен труда на заработную плату. Предложение на рынке формируется отдельными работниками или, в более широком смысле, профсоюзами, которые ведут переговоры с работодателями на коллективной основе. Спрос формируется производителями, которым необходима рабочая сила в качестве фактора производства (см. Marginal revenue product). Рынок труда имеет некоторые особенности. По сравнению с рынками других ресурсов производительность труда рабочих может существенно меняться в зависимости от эффективности организации работы работодателями и степени заинтересованности самих рабочих в результатах своего труда. Кроме того, работа часто выполняется коллективно, и рабочие сами устанавливают производственные нормы. Уровень заработной платы на рынках труда определяется спросом и предложением. Предложение рабочей силы зависит от таких факторов, как общая численность населения, количество выпускников школ и институтов, пенсионный возраст, географическая мобильность, квалификация и профессиональная подготовка кадров (см. Human capital). Оно также обусловлено такими ограничениями, как отсутствие у работника соответствующего образования или членства в профсоюзе. Существует зависимость предложения рабочей силы от межпрофессиональной мобильности (возможности переподготовки), условий труда, готовности работать сверхурочно и т.д. Профсоюзы также влияют на предложение труда, выступая на рынке в качестве монопольных продавцов рабочей силы, ограничивая тем самым ее предложение в целях увеличения ставок заработной платы. Спрос на труд зависит от величины спроса на производимую этим трудом продукцию и услуги, доли заработной платы в общих производственных издержках, степени взаимозаменяемости труда и капитала в процессе производства. Влияние на спрос оказывают также объединения работодателей, т.е. монопольные покупатели на рынке труда, ограничивающие спрос на труд в целях сокращения ставок заработной платы. С учетом перечисленных факторов рынок труда нельзя рассматривать как единый однородный рынок: это совокупность отдельных рынков со своими особыми чертами. Рассмотрим график. На графике представлен рынок труда хирургов и уборщиц. Хирурги обладают высокой профессиональной квалификацией. Предложение их труда ограничено, а спрос на рынке хирургов велик, поэтому эта категория работников имеет высокий уровень заработной платы. Наоборот, неквалифицированный труд уборщиц пользуется значительно меньшим спросом по сравнению с его предложением. Уровень их заработной платы низкий. Разница в оплате труда этих двух категорий работников составляет WSWO. Рынок труда чаще всего является рынком несовершенной конкуренции, т.к. работникам невыгодно тратиться на сбор информации о других возможностях трудоустройства, а компаниям - искать новых работников. Кроме этого, отдельные работники внутри данной категории обладают разной квалификацией и способностями, что компания вынуждена оценивать при приеме на работу каждого из них. Необходимость выплачивать выходные пособия и стремление сохранить квалифицированные кадры также способствуют тому, что компании удерживают дополнительные трудовые ресурсы даже в периоды краткосрочного экономического спада, когда предложение рабочей силы превышает спрос. Все это порождает тенденцию к негибкости заработной платы. Подобная негибкость наблюдается при активизации деятельности крупных профсоюзов, которые способны удерживать ставки заработной платы на определенном уровне в масштабах всей страны. См. 12 LABOUR THEORY OF VALUE
Трудовая теория стоимости
Доктрина, разработанная экономистами-классиками (см. Classical economics). Ученые полагали, что стоимость товара определяется затратами труда на его производство, т.е. соотношение равновесных цен двух товаров прямо пропорционально соотношению трудовых затрат на производство этих товаров. Основы трудовой теории стоимости были заложены А. Сми том, который учитывал влияние на стоимость и других затрат: ренты, заработной платы и прибыли. Д. Рикардо также допускал, что при быль и ренту необходимо принимать в расчет, однако полагал, что все же в конечном счете именно затраты труда рабочих определяют относительную стоимость двух отдельных товаров. Карл Маркс продолжил разработку идей Рикардо. Он разложил стоимость труда на три составляющие: постоянный капитал( расходуемый в процессе производства), переменный капитал( затраты человеческого тру да) и прибавочную стоимость (стоимость, которая превышает затраты труда и капитала в процессе производства). Маркс утверждал, что там, где есть прибавочная стоимость, существует эксплуатация наемного труда, поскольку часть труда рабочих не оплачивается. К концу XIX века трудовая теория стоимости была вытеснена теорией распределения, основанной на концепции предельной производительности (см. Marginal productivity theory of distribution), которая учитывала участие всех трех факторов производства в формировании стоимости товара.
